MHBE convenes an annual workgroup to discuss Value Plan standards. Value Plans have been offered on MHC since 2020 and have featured fully standardized cost sharing since 2024. Value Plans are meant to improve access to care by offering pre-deductible coverage of common services. More on Value Plans can be found here. The workgroup builds on the work of the 2022 Affordability Workgroup, discussing cost sharing, health equity, and other topics as necessary, and ultimately recommend benefit designs and other requirements for Value Plans.

The 2024 Workgroup voted to recommend draft Value Plan designs for Plan Year 2026. The group may reconvene to make adjustments after the release of the federal Actuarial Value Calculator in the fall.
