Executive Director 
Johanna Fabian-Marks is the executive director for the Maryland Health Benefit Exchange. She brings extensive health policy experience to her role, including as chief of staff at the Pennsylvania Department of Human Services, director of health and life insurance rates and forms at the Pennsylvania Insurance Department, and in a number of roles working on the rollout of the Affordable Care Act at the Centers for Medicare and Medicaid Services.

Chief Operating Officer
Crystal Knight-Lee serves as chief operating officer of the Maryland Health Benefit Exchange, where she leads organizational operations and strategic execution. She is a senior executive with more than 20 years of experience in strategy, organizational effectiveness, and operational leadership across public-sector, consulting, and nonprofit organizations. Before joining MHBE, she served as chief of staff to the CEO of WSSC Water, where she led enterprise strategy and organizational transformation initiatives. Ms. Knight-Lee holds a master of science from Johns Hopkins University and a bachelor of science from Towson University.

Chief Financial Officer
Tony Armiger is the chief financial officer for the Maryland Health Benefit Exchange. Tony is responsible for the planning, implementation and management of all finance activities for MHBE. Previously, Tony was chief financial officer for the Maryland Health Insurance Program.

Director of Compliance, Audit & Privacy
Saiqa Atta is the director of compliance, audit and privacy for the Maryland Health Benefit Exchange. She is responsible for statutory and regulatory compliance, identifying and prioritizing risks, and integrating information management practices to safeguard data. Her diverse professional background includes experience as a financial portfolio administrator following her bachelor’s in finance and economics, a law clerkship at the Anne Arundel County Circuit Court after law school, and several years of compliance, audit and privacy experience at the Maryland Health Benefit Exchange.

Director of Policy, Plan and Partner Management
Ken Buerger is the director of policy and plan management for the Maryland Health Benefit Exchange. He is responsible for leading the development and coordination of federal and state policy initiatives for MHBE, oversight over the certification of health plans sold on MHC, as well as small business initiatives. He has over a decade of health policy experience working on the Affordable Care Act at the Centers for Medicare and Medicaid Services.

Dr. Venkat Koshanam oversees all Information Technology functions of MHBE. Venkat is instrumental in establishing, developing, and leading an agile IT organization that rapidly implements cost-efficient technology solutions, enhances consumer engagement through cutting-edge technology and promotes automation powered systems operations. Venkat has over 25 years of diverse experience as a senior executive, program manager, technologist, and an entrepreneur, with passion for bringing transformational changes to state government through technology.

Director, Human Resources & Organizational Effectiveness
Tisha is the director of human resources and organizational effectiveness for the Maryland Health Benefit Exchange. She is responsible for the planning, execution and management of employee-related initiatives, policies, and activities for MHBE, ensuring legal compliance and implementation of the organization’s mission and talent strategy.
Tisha has more than 15 years of experience, with a proven track record of providing strategic guidance to companies ranging from startups to high-growth organizations. Her expertise covers the entire HR spectrum, including HR operations, talent management, employee relations, labor relations, compensation, staffing, and benefits.
