Maryland Health Benefit Exchange (MHBE) is responsible for the administration of Maryland Health Connection, the state’s health insurance marketplace, under the Patient Protection and Affordable Care Act of 2010 (ACA).

Maryland Health Connection had a remarkable year in 2025 with nearly a quarter-million Marylanders enrolled in the marketplace, the seventh consecutive year of enrollment increases.
More people new to the marketplace enrolled and more young adults than ever – enrollments by young adults aged 18-37 grew by 21 percent. Communities of color that have historically disproportionately lacked health coverage also saw enrollments grow by 25 percent in 2025.
