Board of Trustees

MHBE has a nine-member Board of Trustees that includes the secretary of the Maryland Department of Health, the commissioner of the Maryland Insurance Administration, and the executive director of the Maryland Health Care Commission. Three members who represent employer and individual consumer interests and three additional board members are appointed by the governor.

Dr. Meena Seshamani

Dr. Meena Seshamani Maryland Health Benefit Exchange

Meena Seshamani, MD, PhD serves in the Moore-Miller administration as the Secretary of Health for Maryland. In this role, she leads a department of approximately 9,000 employees spanning local health departments, public health, Medicaid, disability and behavioral health administrations, inclusive of 11 state-run health facilities totaling a budget upwards of $20 billion. She is an accomplished, strategic leader with a deep understanding of health care policy and operations, and a heart-felt commitment to outstanding patient care. Her diverse background as a health care executive, health economist, physician and health policy expert has given her a unique perspective on how health care policy and operations impact the real lives of patients. 

Aika Aluc

Aika Aluc Maryland Health Benefit Exchange

Aika Aluc, MPH, is an engaging health equity strategist with extensive maternal and child health and public health policy subject-matter expertise. Ms. Aluc is the Director of State and Community Engagement on the Programmatic Health Equity Initiatives & Strategy team at the Association of State and Territorial Health Officials (ASTHO). She provides direct project management for the Strategies to Repair Equity and Transform Community Health (STRETCH) Initiative, funded by the Robert Wood Johnson Foundation. In her previous role at ASTHO, she supported the completion of deliverables related to projects under breastfeeding, maternal mortality, and risk-appropriate care portfolios on the maternal and infant health team.

Ken Brannan

Kenneth Brannan Maryland Health Benefit Exchange

Ken Brannan is a seasoned healthcare advocate with over 20 years of leadership experience, committed to addressing health disparities in Maryland. He serves with the Maryland Health Benefit Exchange, where he co-chairs key policy workgroups. A founder of the HeartSmart Foundation and several major community events, Ken has also held leadership roles with Special Olympics Maryland and Leadership Maryland. A graduate of the University of Pittsburgh and Leadership Anne Arundel, he remains passionate about improving social determinants of health through collaborative, community-driven solutions. Ken lives in Annapolis with his wife, Rhonda, and is a proud father and grandfather.

Marie Grant

Marie Grant Maryland Health Benefit Exchange

Marie Grant is an attorney and state and federal policy expert with over 20 years of experience in policy, strategy, and regulation in both the public and private sector, mainly in the fields of insurance and health care payment. Her previous roles include assistant secretary for health policy at the Maryland Department of Health and vice president of public policy at CareFirst BlueCross BlueShield. Marie started her career at the Maryland Department of Legislative Services as non-partisan committee counsel to the House Health and Government Operations Committee and the Senate Finance Committee.

Katherine Rodgers, MPH

Katherine Rodgers Maryland Health Benefit Exchange

Katherine Rodgers, MPH, leads strategies to address disparities and advance health equity through community-integrated health care initiatives at TidalHealth. As director of community health initiatives, she leads mobile integrated health programs, health equity grants, diabetes management and care coordination, and the community health needs assessment and implementation plan process for the healthcare system. In addition to her leadership role at TidalHealth, Rodgers is a senior associate – adjunct professor for the Johns Hopkins Bloomberg School of Public Health. 

Maria Pilar Rodriguez

Maria Pilar Rodriguez is president and executive director of MPR Business Solutions, LLC. MPR provides a wide range of services, including translation and consulting support for small businesses that serve grassroots and underserved communities. María is the executive director of the Maryland Hispanic Chamber of Commerce and the former executive director of Maryland Hispanic Business Conference. She has decades of experience as a paralegal, administrative professional and Spanish interpreter/translator.

JoAnn Volk Maryland Health Benefit Exchange

JoAnn Volk, M.A., is a research professor, founder, and co-director of the Center on Health Insurance Reforms (CHIR) at Georgetown University’s McCourt School of Public Policy. At CHIR, she directs research, authors papers, and provides technical assistance on state and federal regulation and legislation governing private health insurance. Prior to joining Georgetown, Ms. Volk represented the AFL-CIO before Congress and the Administration on a broad range of healthcare issues, including employer-sponsored coverage, Medicaid, CHIP, Medicare, healthcare quality and healthcare workforce issues. JoAnn holds an M.A. in policy studies from Johns Hopkins University, with a concentration in health policy, and a B.A. from Franklin and Marshall College.
